Biography:

Ruslan Bortnik was born on October 22, 1979, in the village of Pechanivka, Zhytomyr (Dzerzhinsky) district, Zhytomyr oblast, Ukraine.

In 1997 he graduated from high school with honors.

In 2003 he received a bachelor's degree in political science and sociology, in 2005 - a master's degree in philosophy at the National University Kyiv-Mohyla Academy.

He also has higher education degrees in law and economics.

He began his career in 2001 as a specialist in the international cooperation department of NaUKMA. From 2000 to 2003 Ruslan Bortnik first became a trainee and then started to work in the Verkhovna Rada of Ukraine. From 2003 to 2014 he worked in the parliament of Ukraine as an official consultant in factions and for individual members of parliament.

Ruslan Bortnik started his career in politics from the human rights movement in 2001. Graduated from the Winter School on Human Rights in Warsaw (Poland) with the support of the European Helsinki Union. Bortnik was the head of the program for public monitoring of Ukraine's implementation of the provisions of the European Charter for Regional or Minority Languages and the European Social Charter, as well as the UN Convention on the Rights of the Child. Bortnik made public reports on these issues at the UN, PACE, and OSCE. From September 2004 to September 2012 - president of the All-Ukrainian Human Rights Organization Common Purpose. Co-owner of the all-Ukrainian newspaper Councils of a Lawyer.

Since 2012 - Director of the Ukrainian Institute for Policy Analysis and Management (since 2020 - Ukrainian Institute of Politics). He consults members of the government, members of parliament, politicians, media, and businesspersons.

Bills: co-author of more than 250 bills of Ukraine (40 signed into laws). Among them are the Law of Ukraine On the Foundations of State Language Policy, On Amendments to the Law of Ukraine On Ratification of the European Charter for Regional or Minority Languages, On Amendments to the Tax Code, On Amendments to the Code of Administrative Procedure of Ukraine, On Amendments to the Criminal Procedure Code of Ukraine, the draft Declaration On Dignity, Freedom and Human Rights, the adopted amendments to the Law of Ukraine On the Judicial System and the Status of Judges and others.

Publications: author of over 5000 publications in the media and 6 books7.

Deputy Chairman of the Public Council under the Ministry of Foreign Affairs of Ukraine (2012-2016).

Member of the Public Council under the Ministry of Defense of Ukraine, the Public Council under the State Archival Service of Ukraine, the Main Directorate of the Ministry of Internal Affairs of Ukraine in Kyiv.

Deputy Chairman of the Public Council under the Ministry of Defense of Ukraine (2012-2014).
