Analysis of public procurement in the medical industry for October-December 2020

The field of medicine in independent Ukraine has always been a "repository" of corruption schemes. Over the past six years, the Ministry of Health has tried to reform it, especially in the area of ​​public procurement and to combat large-scale "leakages" of public finances, but despite all attempts at corruption and abuse, it has not been completely overcome.

Since 2015, the Ministry of Health of Ukraine has begun to carry out centralized procurement of drugs at public expense through international organizations. New efficient and transparent procedures, according to the Chamber of Accounts, have saved up to 40% of budget money and purchase some drugs dozens of times cheaper. In the fall of 2018, the Ministry of Health of Ukraine created the state enterprise "Medical Procurement of Ukraine". The State Enterprise "Medical Procurement of Ukraine" is an organization that gradually provides centralized procurement of drugs and medical devices for the state budget and is responsible for the transparency and efficiency of these procedures. The main goal of the state enterprise is to ensure high-quality and efficient procurement of medicines and medical devices and to become a center of procurement expertise in medical products.SE "Medical Procurement of Ukraine" now has several areas of workIn particular, it technically promotes and supports:

• formation of nomenclatures and specifications for the purchase of drugs and medical devices at public expense;

• collecting the need for medicines and medical devices from regional departments and health departments;

• procurement of medical goods through international specialized organizations;

• implements and administers electronic catalogs to improve pre-threshold procurement of medicines and medical devices.

In 2020, the company won 158 auctions. The expected cost of these bids is UAH 2.9 billion, the total amount of the winners' proposals is UAH 1.8 billion. The total budget of these purchases is 61 billion UAH. Procurement was carried out in the following areas:

• Drugs, radiopharmaceuticals and accompanying drugs for the treatment of cancer patients;

• Medicines and medical devices for the treatment of children with oncological and oncohematological diseases (except laboratory reagents and consumables);

• Medicines for adults with hemophilia A or B or Willebrand's disease;

• Medicines for children with hemophilia type A or B or Willebrand's disease;

• Medicines and medical devices for healthcare facilities to provide treatment for patients with cardiovascular and cerebrovascular diseases

• Medical devices for citizens suffering from idiopathic familial dystonia, spastic crooked neck, idiopathic roto-facial dystonia;

• Medicines for the treatment of patients with multiple sclerosis;

• Drugs for emergency medical care in case of bleeding;

• Reagents for mass screening of newborns for phenylketonuria, congenital hypothyroidism, cystic fibrosis and adrenogenital syndrome

• Drugs for the treatment of respiratory disorders in newborns;

• Medicines and small laboratory equipment to ensure the treatment of infertility in women by assisted reproductive technologies;

• Medicines for children with cerebral palsy;

• Antirhesus immunoglobulin to prevent hemolytic disease of the newborn;

• Medications for antiretroviral therapy in adults, adolescents and children.
