Born in Ukraine, in the city of Konotop, Sumy Region, into a family of civil servants. Has experience in public and political, scientific and expert, teaching, international, and administrative activities at universities, analytical and research institutions, and government agencies in Ukraine..

Member of the Supervisory Board of the Ukrainian Institute of Politics since its foundation.

In addition to his main administrative and academic activities, he is an active member of alumni associations of American, German and French educational institutions, as well as international professional communities, holding positions such as:

• Deputy Head of the International Association “Ukraine – France” (Kyiv, Ukraine / Paris, France).

• Full member of the European Association for Chinese Studies (Paris, France).
