The safe retreat of Russian troops from the right bank of the Dnieper and Kherson, the safe visit of the President of Ukraine to Kherson, and the two-week absence of shelling of the Ukrainian energy infrastructure also reinforced this opinion.

The retreat of Russia from the city of Kherson and neighborhood may mean a change in Russian tactics and goals in the war in Ukraine. Due this new tactic Dnieper River may become to the dividing political line for Ukraine.

The Russian Federation continues to regularly attack the energy infrastructure of Ukraine, provoking an energy and, as a result, humanitarian and military-political crises in the country.
